Frequently Asked Questions

Do you offer rebates or incentives for energy efficiency improvements?

We offer a deeply discounted price on electric water heater efficiency kits that help you save on you annual water heating bill. The kit, which is valued at more than $50, includes a water heater blanket, pipe insulation, an Earth Massage water-efficient showerhead and faucet aerators. We are selling these kits for $16 each to our members, and they are available at our offices in Newport, Havelock and Harkers Island.

Do you have incentives for buying Energy Star-rated products?

Energy Star

CCEC is offering rebates in 2011 for members who purchase qualified Energy Star®-rated small and large appliances.

Depending on the age of your appliances and other factors, there’s a good chance you are wasting energy and spending more money than you need to. With the rebate program, you have extra incentive to replace older, energy-hogging appliances with new Energy Star qualified models.

How do I sign up to pay or view my bill online?

Click on the PowerPay 24 link, and the instructions will walk you through the signup process. Be sure you have your electric account and payment account information handy.

Once you key in your payment account information you can click the “save my settings” box so you don’t have to do that each time you sign in. The information will be encrypted for security and stored safely. You are notified by e-mail each month when you bill has been posted. You can pay your bill from any computer, anytime, even if you are away from home.

If I have to pay a deposit, when will I get it back?

If you make a security deposit with CCEC, you may request to have your deposit (with interest) applied to your account after 36 consecutive months of service during which satisfactory credit has been established. Satisfactory credit is defined as no more than one delinquent payment, no returned check for insufficient funds and no disconnection of service for non-payment. Upon termination of service, the deposit and interest earned (less any outstanding fees owed to CCEC) are refunded.

What are charges on my monthly bill?

You monthly bill consists of the following components:

Basic Charge

The basic charge is a fixed fee that you pay regardless of usage. It is set at a level that reflects the cooperative’s real cost of delivering service, whether that service is used or not, and includes such things as maintenance of electric lines, meter reading, and other costs.

Energy Charge

The cooperative has two different residential rates, summer (for bills mailed June through October) and winter (for bills mailed November through May). You pay a kWh charge based on the season. The summer rate is 9.98¢ per kilowatt-hour (kWh) and the winter rate is 8.97¢ per kWh. These rates reflect prices the cooperative pays for wholesale power. In our service area, electricity costs more in the summer when demand is high and less in the winter when the demand and costs decrease.

Wholesale Power Cost Adjustment

Our annual budget and rates are based on our best projections of what we expect to pay for electricity in the wholesale market and what our projected kWh sales are for the year.

Depending on weather, power costs and other expenses, the Wholesale Power Cost Adjustment is subject to change during the year to adjust for fluctuations in actual expenditures and differences in purchases and sales.

The wholesale power cost adjustment clause has been in effect in our rates since the 1970s and is a common practice among cooperatives nationwide.

Renewable and Energy Efficiency Mandate

The Renewable & EE Mandate on your bill is money we are required to spend to meet mandates of the state’s Renewable Energy and Energy Efficiency Portfolio Standard (REPS). The law, adopted in August 2007, requires electric cooperatives to meet up to 10 percent of their energy sales through renewable energy resources or energy efficiency measures by 2018. The monthly charge applies to all cooperative members on a per meter basis for the recovery of costs associated with meeting the REPS standard, up to a spending cap.

Sales Tax

As not-for-profit corporations, cooperatives are exempt from state and federal income taxes, but we do pay sales, property and other taxes. State law requires us to collect a 3% sales and use tax on the electricity you consume.

Operation RoundUP®

Co-op members agree to have their electric bills rounded up to the nearest dollar each month to help address unmet needs of individuals and organizations in our communities. The funds going directly to the Carteret-Craven Electric Foundation, which is governed by 11 cooperative members from across our service area who volunteer their time to consider grant applications each month and direct the distribution of these funds.
